Which Brooke Supervision Office Applies?

Brooke parole supervision is regionalized. The Wheeling Parole Office is the WVDCR Region 5 office whose official service area includes Brooke County. It is outside Brooke County, but it is the correct routine office for a state parole matter tied to Brooke. The Parole Board in Charleston makes release and discharge decisions. It is not the local storefront for routine reporting or day-to-day supervision.

County probation remains a separate Judiciary function in Wellsburg. This split is easy to miss because both statuses occur after a court case and may impose community rules. Start with the sentence. A parole release points to WVDCR and Wheeling; a probation order points to the Brooke County court and probation office. Brooke Parole Decisions and Release

Parole eligibility is only the date when the Board may consider release. Under West Virginia Code §62-12-13, general eligibility depends on the sentence form and other statutory rules. Section 62-12-13a also makes clear that an indeterminate minimum is not a right to release. The person's offense date, sentence, prior record, and any special statutory provision must be checked individually.

The Board uses three core outcome terms. A denial leaves the person incarcerated and may permit a later interview. A set-up schedules another hearing within a later period. A grant is conditional. Conditions and release processing must still be completed. No searchable public individual-results database was verified, so an outcome may need to be requested from the Board, subject to redaction and confidentiality.

Brooke cases carry an added regional-jail step. When parole is granted while a person is held at a regional jail, the Board's official FAQ says the person must transfer to a DCR facility for intake and fingerprinting. It advises allowing seven to ten days before actual release. The later WVDCR release event or VINE notice, not the word “grant,” confirms the custody exit. Brooke Supervision Violations and Warrants

Conditions are the rules imposed by the court, Parole Board, or supervising agency. The exact terms belong to the individual order or public conditions record. A violation allegation is not the same as a final revocation. It can lead to an investigation, a warrant, a hearing, tighter conditions, reinstatement, or a return to custody, depending on the governing process and facts.

An absconder or active-warrant entry signals alleged noncompliance or wanted status. It is not proof of a successful discharge, nor is it a historical release list. No Brooke-specific public absconder list was verified. Confirm a live safety or warrant concern through the responsible agency rather than drawing a conclusion from an old result. A male technical parole violator may appear at Ohio County Correctional Center and Jail, but that is a specialized post-release custody event, not Brooke County's routine booking path.

The distinction protects accuracy. A person's use of a community resource does not prove a specific legal status. Likewise, the absence of a name from a program list would say nothing about custody or supervision. Use the court, WVDCR, or the appropriate supervising office for status. Use community resources for their stated service role.

The WVDCR Reentry Planner lists the regional council route and contact information. Meeting details can change, so confirm them with the organizer rather than treating an older planner as a current schedule.

How Brooke Supervision Ends

Leaving secure custody is not the same as leaving state control. A WVDCR release date may mark the start of parole or mandatory supervision. Probation begins and ends under the court's order. Home confinement can mean the person is outside the regional jail while still bound by electronic monitoring and other court terms.

Parole ends through a discharge action. West Virginia Code §62-12-18 permits the Board chair to grant an early discharge after the required review when the aims of parole have been met, subject to statutory limits. The Board's guidance says a successful year may create eligibility for consideration. It does not cause automatic discharge. Life-term parole has an additional statutory time limit before discharge can occur.

For a firm end date, request the public discharge action from the agency that created it. Ask the court clerk for a probation-discharge or sentence-completion order. Ask the Parole Board for a parole-discharge record and confirm any related WVDCR status. Preserve the document date, effective date, case or offender number, and issuing office. Those fields keep a supervision end from being confused with an earlier jail release or a later database update.
