Brooke County Release Records
Brooke County released inmates do not come from a county-run adult jail. Most local adult custody is recorded by the West Virginia Division of Corrections and Rehabilitation at Northern Regional Jail and Correctional Facility in neighboring Marshall County. That regional structure affects every search. The Brooke County Sheriff and courts document the arrest, bond, order, or sentence, while WVDCR documents the physical custody event. A name that vanishes from an active jail list has not yet been proved released.
“Released” names the end of one agency's custody. It may mean return to the community, placement on home confinement, parole, or probation. It may also describe movement from the regional-jail side to state correctional custody, federal custody, or ICE. A transfer is not freedom. Final discharge is different again: it means the sentence and any supervision have ended. The actual release date, time, method, and destination show which event occurred.
- Time served
- The court credits enough custody to complete the ordered jail term.
- Parole
- Conditional community release from a state sentence under WVDCR supervision.
- Probation
- Court-ordered community supervision, often instead of or after confinement.
- Discharge
- The formal end of custody and, when applicable, supervision.
- Detainer
- A request by another authority to hold or take custody of a person.
Brooke County Release Outcomes
The words beside a Brooke County release matter more than a blank search result. A court may authorize bond or dismiss a charge, but another case or detainer may still prevent departure. A person may finish a local term yet move directly into a state sentence. Home confinement ends secure jail custody while preserving a court restraint. Each path leads to a different record and next agency.
For each Brooke County release, identify both the method and destination. “Bond” describes the legal route but does not show whether another hold delayed the exit. “Parole” shows that state supervision follows. “Transfer” requires a search of the receiving system. Keeping those two fields together turns an ambiguous roster change into a traceable custody event.
| Outcome | Meaning | Next record to check |
|---|---|---|
| Bond or court order | Release is authorized in a Brooke case after all holds are cleared. | Court docket plus WVDCR actual release |
| Dismissal, acquittal, or time served | The stated case no longer supplies a basis for custody. | Disposition and facility exit record |
| Home confinement | Secure custody ends, but electronic monitoring and a court order continue. | Court order and Sheriff program record |
| Parole or probation | The person lives in the community under defined supervision. | WVDCR parole or Brooke probation record |
| Transfer | One placement ends while another custodial placement starts. | Transfer destination and receiving system |
| Minimum discharge | An eligible state sentence reaches its computed DCR endpoint. | WVDCR time sheet and actual discharge record |
Brooke County Release Record Fields
WVDCR Policy Directive 142.00 supplies the strongest public field inventory for Brooke County released inmates. A focused request can seek the actual event without demanding the whole offender file. Ask for the custody side, because Northern Regional Jail and Correctional Facility combines a regional jail with a state correctional function. The same building name can cover very different legal statuses.
| Field | What it establishes |
|---|---|
| Name, birth data, and offender ID | Whether the record belongs to the intended person |
| Commitment date and time | When the documented custody episode began |
| Actual release date and time | When the person left that custodial placement |
| Method of discharge | Bond, sentence completion, parole, transfer, or another stated reason |
| Institution and judicial district | Which facility and court system are tied to the event |
| Release or transfer destination | Community destination, supervision, or receiving authority |
| Projected minimum discharge | A calculated future milestone, not proof of actual release |
| Docket, offense, sentence, and judge | The case and legal basis connected to custody |
Other public fields can include parole eligibility, full-term expiration, good-time rate and allowance, jail and street credit, special parole conditions, transfer destination after the transfer, and the file photograph. A release record should keep projected and actual dates separate. That distinction prevents a forecast from being reported as a completed event.
Request Brooke County Release Records
West Virginia's Freedom of Information Act request rule permits a request to the public body that holds the record. WVDCR maintains the regional-jail movement and state offender record. The Brooke Sheriff may hold its arrest or incident file and a photo it created or received. Court clerks hold the order, bond, judgment, and docket. No verified fixed fee schedule exists for a Brooke Sheriff or WVDCR release-record request, so ask for an estimate before copies are made.
- Identify the person with full name, birth date, offender or booking ID, case number, and a narrow date range when known.
- Send WVDCR a focused request for actual release date and time, method of discharge, releasing institution, and release or transfer destination.
- Ask the proper Brooke clerk for the release order, bond record, disposition, judgment, or sentence tied to the case.
- Request the Sheriff arrest file or booking image only if that office created or retains it.
- Compare the replies. A court authorization and the later facility exit record answer different questions.

West Virginia law generally requires a public body to furnish access or explain a denial within five business days, subject to the statute's terms. Some information may be redacted under FOIA exemptions. Ask for the archived record if an older event no longer appears online. The research did not establish a numeric retention term, and none should be assumed.
Note: Administrative closure can remove a record from active databases without erasing the time served or owed.
Brooke Release Records After Expungement
Sealing and expungement change public access. They do not mean every record was false when created. West Virginia provides separate processes for some dismissed or acquitted charges under section 61-11-25 and certain convictions under section 61-11-26. Eligibility and effect depend on the court order. Juvenile, medical, treatment, victim-identifying, security, sealed, and expunged material should not be treated as ordinary release fields.
A search that no longer returns a case does not prove expungement. Spelling, date limits, database scope, and technical access can produce the same result. When a court order restricts access, rely on the clerk's lawful response. WVDCR and the arresting agency may have separate duties under that order, so the correct public version must come from each custodian.
Brooke Release to Home Confinement
The Brooke Sheriff's House Arrest and Community Service Division creates a local release category that can be misread. A person may leave Northern Regional Jail under a court order and enter electronic monitoring. The jail release is real, but it is not unconditional. The WVDCR exit record shows departure from secure custody. The court order defines the restraint, and the Sheriff program documents local monitoring.
The official Sheriff page illustrates this local alternative. Its electronic-monitoring information is shown below because it explains why “out of jail” and “free of court control” are not the same status.
View Brooke County home-confinement information before interpreting the order.
The page confirms a county program, not a public person-level roster. Match any claimed placement to the court docket and appropriate agency record.
Brooke Court Release Events
The free Magistrate Record Search guide explains a valuable second source after a person leaves the active jail list. A Brooke result may show bond status, a posted date, disposition, or an Order - Jail Release docket entry. Those entries explain the legal event. They do not give the minute the person cleared facility processing or prove that every other hold was resolved.
The official search-scope image shows why the online docket is a finding aid rather than a document archive.
Use the case number to request the actual order from the clerk, then pair it with WVDCR's actual release field. Felony orders and circuit dispositions may require the Brooke Circuit Clerk instead of the Magistrate Clerk.
Find Brooke County Released Inmates
Start with custody, not a broad name search. Brooke arrests ordinarily lead to the state-run regional jail. State sentences use the prison channel. Federal sentences use BOP, and immigration custody uses ICE. A result from one system does not speak for the others.
- Check the current regional-jail search. A match supports listed custody. No match proves only that the person was not found there.
- Search the Brooke court docket for bond, a release order, disposition, judgment, or sentence that explains what should happen.
- Review an existing VINE registration for a custody-change event and verify an unclear event with the facility.
- Check the WVDCR prison search, BOP locator, or ICE locator when transfer into another system is plausible.
- Check parole, probation, or home confinement only when the case facts point to post-release supervision.
- Request actual release date and time, method, institution, and destination from the correct custodian.
Save the search date, spelling variants, identifiers, and any access message. Dynamic government tools may require browser controls or sessions, and a failed query should stay labeled as a failed query. A written response from the agency that owned the custody is stronger than repeated searches of an unrelated system.
Brooke WVDCR Release Search
The WVDCR Offender Search landing page separates “Jails” from “Prisons.” This is crucial for Brooke County released inmates. The jail choice covers the regional-jail side of Northern Regional Jail. The prison choice covers sentenced state offenders. The live applications blocked the research environment, so no claim is made about the exact current released-status label, public date fields, or how long a discharged result stays searchable.
The official landing page makes the two search choices clear.
If the live form offers an offender ID, use it. Otherwise enter the fullest name data available, match the institution and identifiers, and copy the exact status and date label. Do not translate a future projected minimum discharge into an actual release.
| Search detail | How to use it |
|---|---|
| Jail or prison choice | Select the custody side tied to the Brooke case. |
| Offender ID | Prefer the unique identifier when the form offers it. |
| Name | Use complete spelling and check identity data. |
| Institution | Distinguish current placement from sentencing county. |
| Status and date label | Record the site's exact words; verify actual release separately. |
Brooke Recent Release Records
No official Brooke Sheriff 24-hour list, 72-hour list, recent-release archive, county jail roster, or inmate release app was located as of August 8, 2026. WVDCR Daily Incarcerations is an active and admissions-oriented product. Its time, name, birth data, gender, and detail fields do not make it a historical release list. Three days of admissions cannot be combined into a 72-hour release feed.
For a same-day question, check OIS only to see whether the person appears now. Next use the court docket, an existing VINE alert, the facility phone, and a focused WVDCR request. The absence finding is dated because official channels may change. It should not be read as a permanent claim that Brooke will never publish such a feed.
Brooke Parole Release Timing
A parole grant at a regional jail is not immediate physical release. The West Virginia Parole Board FAQ says a person granted parole while at a regional jail must first transfer to a DCR facility for intake and fingerprinting. It advises allowing seven to ten days before the later parole release. That transfer is part of processing, not a return to the community.
Keep the milestones separate: parole eligibility date, hearing date, Board outcome, projected minimum discharge, actual release, and eventual parole discharge. A denial means custody continues. A set-up means another hearing. A grant stays conditional until release conditions and processing are complete. The actual WVDCR movement event or a verified VINE notice closes the custody question.
Brooke Release Supervision Routes
Brooke parole is regionalized through the WVDCR Wheeling Parole Office. Brooke probation is a separate Judiciary service in Wellsburg. The Parole Board decides parole; it does not handle routine field supervision. No public named Brooke probation or parolee database was verified. Use the sentencing docket and appropriate office, subject to lawful limits. The distinctions and contacts are developed on the Brooke post-release supervision page.
Local reentry paths are not person locators. Lee Day Report Center in Weirton serves Brooke and Hancock as an alternative-sentencing resource. A WVDCR reentry planner also identifies a Hancock council serving both counties. These programs may help explain a community-corrections route, but they do not prove that a named person was released or discharged.
Brooke Release Alerts and Transfers
West Virginia VINE covers all regional jails and state correctional facilities. That statewide reach includes both functions at Northern Regional Jail and Correctional Facility. A person-specific registration can provide custody-change alerts by the delivery methods in the live system. Transfer calls may wait until arrival at the destination, so a quiet interval is not proof of release. VINE also is not a permanent release archive.
Federal and immigration paths remain separate. The BOP Inmate Locator searches sentenced federal records and generally reaches back to 1982. A BOP release date ends BOP custody only. The ICE Online Detainee Locator uses A-number or exact-name paths and may retain a released record for only 60 days. A Brooke regional-jail handoff to ICE is a transfer. Any later ICE release is a second event.
Brooke Release Status Comparison
No single database covers every Brooke County release. Use the system that owned the custody at the moment in question, then follow any transfer destination.
| Question | First source | What it can prove |
|---|---|---|
| Is a Brooke detainee listed now? | WVDCR regional-jail search | Current listed custody, subject to the official warning |
| What authorized release? | Brooke court docket and clerk | Bond, order, disposition, or sentence |
| Did the person actually exit or transfer? | WVDCR release and movement record | Date, time, method, and destination |
| Did a state sentence end secure custody? | WVDCR prison record | State correctional release or transition to supervision |
| Did federal custody end? | BOP locator or federal docket | BOP release or court-ordered federal status |
| Did immigration custody change? | ICE ODLS and information line | ICE placement or a recent ICE release record |
Can a blank jail result prove release? No. It records only a failed current lookup. Save the spelling, date, IDs, and any access error, then ask the facility whether the person left for the community or another authority.
Brooke Regional Release Facility
Northern Regional Jail and Correctional Facility opened in 1994 and serves Brooke, Hancock, Marshall, Ohio, Tyler, and Wetzel counties. The combined jail and correctional identity explains why a local name can move inside the state system without reaching the community. It also explains why the Sheriff site does not carry the roster found in counties that run their own jail.
The official facility view documents the six-county service area and direct contact.
Brooke detainees can leave to the community, home confinement, supervision, another jail, state correctional custody, federal custody, or ICE. The facility release record page follows each route from this specific institution.
